From the 1st of April 2006, all households come
under the control of building regulations and all new central heating
boilers installed in both new and existing systems, must be a high
efficiency condensing boiler with either a class "A" or "B" efficiency
rating.
The planned introduction of the Government's Home
Sellers Pack in 2007 means that homeowners will have to produce a
certificate to prove the efficiency of any boiler installed after the 1st
of April 2005 and that it meets the regulations and has been installed
by a CORGI qualified engineer.
Householders should be wary of installers who
don't carry a CORGI card as the legal responsibility now lies with them to
comply.
The home owner, not the non-corgi installers will
end up paying the price of non-compliance and this may not be realised
until they come to sell their home or make a warranty claim against the
boiler manufacturer.
Even before these packs become law, many solicitors are requesting the
information to be provided and any missing documentation could
jeopardise any house sale.
